WHY ARE SCHOOLS EITHER VULNERABLE OR DEFENSELESS?

Mass murders in American schools have become a reality. There is no fool-proof system to prevent individuals from purchasing or illegally securing a deadly weapon. Schools are an easily accessible, soft target with the potential for significant loss of life. 

SAFE SPACES AND ACTIONABLE INTELLIGENCE

Currently, in the case of an attack, students and staff have no safe spaces to retreat to and their doors are vulnerable to breach by weapon fire. Even in the case of a school resource officer on premises, he or she has a low probability of preventing a surprise attack. A call between a terrified student or teacher and the 911 operator can take up to 3 minutes to initiate and may provide only a limited understanding of the attack - and not the actionable intelligence needed by law enforcement to quickly engage the attacker. The caller is not able to indicate the precise location of the attacker, because the suspect is on the move. All the 911 operator can do is dispatch officers and relay inaccurate information which deteriorates even further with time. The responding officers, unaware of the attacker(s) whereabouts, have to proceed with caution. Time is on the side of the attacker.

Currently, schools have minimum adequate means to defend themselves
