Company History

NetTalon is a privately held company. NetTalon Security Systems, Inc. was incorporated in Virginia in October 1998. The initial focus of the company was the development and testing of a network-enabled security/fire protection system. The resulting system provides first responders with real-time emergency information enroute to the emergency. The company applied for and received three US patents: US 6,281,790 in August 2001, US 6,917,288 in July 2005 and US 6,972,676 in December 2005. In addition the company has filed multiple patent applications under the World Patent Cooperation Treaty to extend its patent coverage. To date, NetTalon has been awarded 2 Mexican patents, 2 Singapore patents, 1 Australian patent, 1 Israeli patent and 1 Canadian patent.

NetTalon's life-safety products are marketed as Virtual Command Technology. The products were UL listed in February 2007. NetTalon sells its products to high-end system integrators focused on the security and fire markets. NetTalon has tested and demonstrated its products in Arizona, Delaware, Georgia, Illinois, Louisiana, Maryland, New Jersey, North Carolina, Pennsylvania, Texas, Virginia, Washington, DC and in December 2008 the United Arab Emirates.

NetTalon works closely with First Responders (Police, Fire and EMS) seeking their support for Virtual Command Technology. To date, First Responders overwhelmingly support the technology for its ability to mitigate emergencies by providing real-time information about the changing emergency while enroute to the scene. NetTalon is currently seeking qualified Business Partners interested in marketing, installing and supporting Virtual Command Technology in all regions of the United States and internationally.

Donald R. Jones, Jr., President. Don Jones has served as a director and has held the positions of president, executive vice president, director of corporate development, and director of marketing/sales. While working at OCI, Don became engaged with three other OCI employees whose chemistry together resulted in the vision of a law enforcement application using the emerging, new public infrastructure, the Internet, which potentially could be used to deliver real-time sensor data to police whereby they could understand there was an actual intrusion and track the suspect.

Don was in the lead from the beginning, and took on the task of fund raising and has been responsible for raising all the equity capital that has resulted in the development of the first-of its kind Incident Response System where first responders can remotely view a developing emergency in a building. First responders have named the technology Virtual Command.

Don has been the pioneer in front of first responders demonstrating the technology, gaining their input and building awareness. He has had the lead on setting up all the major comparative tests that have now resulted in significant first responder involvement with the technology in Louisiana.

He has led the effort to bring the Active Shooter application to the forefront of the system’s capabilities that could be the standard for protecting schools, colleges, federal buildings and providing citizens with a higher level of safety.

Don’s strongly believes that NetTalon is about empowering first responders for success and to save lives that cannot be saved with 20th century technology in buildings today. The most important thing we can do is give our first responder heroes the real-time information they need to save that victim caught in a life/death situation.

Innovation, determination, and saving lives characterize this NetTalon founder. Don graduated from VMI in 1967 as a Distinguished Military Graduate and took a Regular Army commission in the Infantry. He served in Vietnam as a 1st LT and captain, Ranger qualified and is the recipient of the Silver Star, our nation’s third highest decoration for gallantry under fire.


  
Kenneth R. Curley Ken Curley is a leader with a track record of success. Upon graduation from the United States Military Academy, he served over 20 years in the United States Army with assignments throughout the world as an Airborne Ranger Infantry Officer. During his tour with the 24th Infantry Division, Ken was selected and served as the Aide de Camp to then Major General H. Norman Schwarzkopf. Upon retirement in 1998, he was selected to serve within New York State government as the Director of Military Support and then Chief of Staff within the Division of Military and Naval Affairs, responsible for the management of a $450 million operating budget including Emergency Response Operations, Community Support Programs, Youth Programs, the Counter Drug Effort and the Y2K Response / Mitigation Programs.

In 2000, Ken entered the private sector as the founder of Raymond Associates LLC, an executive leadership and management organization specializing in security and operations management with offices in Saratoga County and in New York City. While working in Manhattan, he was asked to participate in the historic 2000 Presidential Florida Recount. In April of 2003, Ken transitioned to the Country of Iraq, as the Deputy Director of Requirements Coordination and then as Chief of Staff Special Projects in Baghdad as part of the Coalition Provisional Authority during Operation Iraqi Freedom, in support of US National Policy interest in the region. In July 2004 upon the transfer of Iraqi sovereignty, Ken's company, Raymond Associates was awarded the Close Security Protection Contract in Iraq for the protection of our US Army General Officers, to include General David H. Petraeus and General Martin E. Dempsey, in support of training the Iraqi Army and Police Force of the Iraqi Ministry of Defense as well as the Department of Defense Contract for the Plan, Design, and Build Contract of the Logistics Movement Coordination Center in Baghdad. In 2005, Ken's company supported the Emergency Response Efforts in the after math of Hurricane Katrina and Rita as part of the leadership of a Joint Venture company, Advanced Tactical Services (ATS).


  
Ronald Dubois, Ph.D. As one of NetTalon's founders, Dr. Dubois has served as director and treasurer since October 1998 and secretary since 2002. As director of administration and finance he is responsible for managing the day-to-day administrative and financial activities of the company and its corporate governance and intellectual property.

Ron has over thirty five years of diversified management, information technology and research experience having worked in both academia and the private sector. Prior to joining the private sector, Ron worked in academia, holding a variety of administrative and teaching positions. He spent six years as the vice president for finance and operations at Chaminade University in Honolulu, Hawaii. While at Chaminade, Ron served as director of administrative and academic computing and as chair of the math, physical and computer science department. After leaving Chaminade, Ron worked for a northern Virginia defense contractor as deputy director wireless communications and for a military simulation systems group.

Dr. Dubois earned a B.A. and Ph.D. in Chemistry. Early in his career he worked in infrared/ultraviolet and NMR spectroscopy. He published articles on x-ray crystallographic studies and paramagnetic NMR shifts of coordination compounds in American and British journals. While at Texas A&M University, he was a Robert A. Welch postdoctoral fellow working on organoactinide chemistry. In recent years Ron published articles in security/fire trade journals. His recent publications include an article entitled "Impact of Perfect Information" published in the December 2005 issue of "Fire Engineering" and an article entitled "Putting the VOIP Fire Out" in the April 2006 issue of "Security Magazine". In the May 2007 issue of "Fire Engineering", Ron published an article entitled "Virtual Fire Command Technology Tests".


  
Gen. Frederick J. Kroesen, Ret. Gen. Kroesen has served as a director of our company since March 2002. In September 2004 he was elected to be Vice Chairman and on December 10, 2004 he was elected Chairman of the Board of Directors a position he held until April 2009. General Kroesen is a retired four-star general and a national and international security consultant.

General Kroesen was the Commanding General of the Seventh United States Army and the commander of NATO Central Army Group from 1979 to 1983, and Commanding General, United States Army Forces Command from 1976 to 1978. He also served as Vice Chief of Staff of the Army from 1978 to 1979. The four-star general was injured in Heidelberg on September 15, 1981, when his armoured limousine was targeted with a RPG-7 anti-tank rocket. Responsibility for the attack was claimed by the "Kommando Gudrun Ensslin" of the Red Army Faction.

Shortly after retiring in 1983, Gen. Kroesen assisted in the founding of MPRI, Inc., a successful company with almost 1,000 employees, engaged internationally in military education, training and management for the U.S. government and its allies.

Gen. Kroesen received bachelor degrees in agriculture from Rutgers University and in international affairs from George Washington University. He received a masters degree in international affairs from George Washington University. In 1983, Rutgers University awarded him an honorary doctorate (LHD) in humane letters.


  
Marion E. Moon Marion E. Moon joined the Board in September 2010. She owns and operates Convention and Freight Specialists, Inc. (CTFS) a business specializing in freight transport to and from military trade shows for all branches of the military. The client base includes national and international defense contractors such as Lockheed Martin, BAE Systems, and Booz-Allen. The company is located in a 40,000 sq. ft. warehouse in Old Town Alexandria, VA where they are able to offer storage to their clients.

CTFS has served for 25 years as the offical freight carrier for the Association of the United States Army (AUSA), the Navy League and other military associations. CTFS was the first company to provide on-site personnel at each tradeshow to assist exhibitors with their shipping needs.

Ms. Moon is a strong believer in community service. She has served as president of the Offender Aid & Restoration of Fairfax and set up programs for conseling and rehabilitation of convicted drug offenders and their families. She is a member of the Old Dominion Boat Club and has been elected and served as Committee Chair on many club committees. She has been a member of the Alexandria Rotary Club where she served on committees for social events, tutoring for reading at local elementary schools in Alexandria.

Ms. Moon was an early supporter of NetTalon and its technology. The Board welcomes her service and commends her willingness to serve NetTalon now and in the future.
